Manual test

Are you able to take the same URL that is being passed to msxml, and paste it into a browser that is running on the same64 bit Windows 7 Professional machine, and get the result returned? If not, perhaps there is a bad proxy setting on the machine, or something similar.

Another thought... I often wonder why people use msxml instead of WinHTTP. I think the only reason is that WinHTTP might not be available on some really, really old versions of Windows with really, really old versions of IE; but maybe you don't have to worry about that, and maybe it would work better for you in this case.
